Measure voltage at the load during operation when possible. Startup current, warm cable resistance, shared returns, and connector losses can make real voltage drop higher.
Multiply load current by the total loop resistance of the supply and return conductors, then compare that drop with the source voltage.
The load only sees the voltage available at its terminals, so terminal voltage is the practical pass/fail value.
